Civil Lawsuit filed against Bakersfield Police Department for ramming a man into a wall with patrol

A Federal Civil Right Lawsuit was placed against the Bakersfield Police Department regarding an incident back in December. Jeffrey Dibbern a 35 year old rodeo bull rider and mechanic filed the lawsuit after he was rammed into a wall by a police vehicle. Dibbern had filed a mechanics lien on a vehicle, and led police on a ten minute chase that would forever alter his life.

The chase was brought to end when Officer Anthony Kidwell drives a patrol vehicle over a divider and into Dibbern crushing his legs and lower extremities. As stated in the lawsuit,

"in fear for his life Dibbern used whatever upper body strength he could gather to push himself over a concrete wall.”

Dibbern can be heard in the Body Cam footage screaming out in pain as officers can be seen hitting Dibbern despite his injuries. Although Dibbern was laying on the ground Officers can be heard yelling at the injured man to “stop resisting.” Medical attention was requested to the scene of the crime but before they arrived Dibbern had already been hauled, dropped and tossed into a patrol vehicle by Officers while sustaining multiple injuries.

Dibbern was eventually taken to Kern Medical Center where he was treated for a broken back in three places, broken pelvis, hip, femur, and both legs. Bakersfield City Attorney has not made a comment regarding the complaint, and no further information has been released on a court date.
